Matt Hobgood is merely being used in relief while his shoulder continues to build strength after his surgery. He won't be at full strength until very late in the year and he won't be back to normal until a full 2 years post surgery. The intent is not to make a reliever out of him (although that may be a decision later), but to allow him to build strength with short outings. Mid-relief does this very nicely.
